Step 2: Learn more about reporting methods

There are five different ways to record and report your miles. Learn more about them here – you’ll make your final choice after you’ve selected a RUC service provider in Step 3.

MILEAGE PERMIT

  • Pre-select miles based on how much you expect to drive in 3 months
  • Works with all vehicles
  • Submit an odometer photo when it is due at the end of the quarter (September, December, and the end of the pilot) using a mobile phone or in person at select vehicle licensing offices
  • Does not use navigational GPS

Some drivers may want the predictability of paying for their miles in smaller amounts, in advance of their travel, regardless whether it takes them one month, several months or even a full year to drive that many miles. This option is similar to a pre-paid cellular phone minutes plan.

How it works
  • “Purchase”* a block of miles (1,000, 5,000, or 10,000 miles)
  • Periodically send a photo of your odometer to your service provider, or visit a participating vehicle licensing office for assistance submitting a verified odometer reading
  • Review mock invoices when sent to you
  • “Purchase” a new block of miles when you have used almost all of the miles on your current permit
Key features
  • Set-up time: about 15 minutes the first time you set up your WA RUC and mileage permit account
  • Ongoing time requirements: About 10 minutes every three months to report your odometer mileage and acquire a new mileage permit when needed, unless you choose to drive to a participating vehicle licensing office for in-person service.
  • Odometer reporting options vary by service provider (DriveSync or emovis)
    • No mobile phone required for DriveSync participants who choose to drive to a participating vehicle licensing office
    • Smartphone required for DriveSync participants who prefer not to drive to participating vehicle licensing office
    • A camera phone with internet connectivity is sufficient for emovis participants
  • Ideal for vehicles driven less frequently
  • Does not use GPS
  • Works with any make or model of vehicle
Limitations
  • Does not distinguish between in- and out-of-state miles traveled. The Washington RUC rate of 2.4 cents per mile applies to all mileage.*

PLUG-IN DEVICE

  • Plug-in device automatically reports mileage
  • Works with all vehicles 1996 or newer
  • No smartphone required
  • Does not use navigational GPS

This plug-in device offers the “set it and forget it” convenience of automated mileage reporting, without sharing any details about where the mileage was traveled.

How it works
  • Plug the device into your vehicle’s diagnostic port (usually located beneath the dashboard)
  • Review mock invoices when sent to you
Key features
  • Set-up time: about 15 minutes to install and activate the device
  • Ongoing time requirements: none
  • No smartphone required
  • Ideal for drivers who want mileage reported automatically but without information about where the miles were driven (other states or countries)
  • Does not use GPS
Limitations
  • Does not distinguish between in- and out-of-state miles. The Washington RUC rate of 2.4 cents per mile applies to all mileage.

MILE MAPPER™ SMARTPHONE APP

  • Report miles monthly using the smartphone app
  • Works with all vehicles
  • Smartphone required (available for iPhone only)
  • Navigational GPS can be turned on/off

The Mile Mapper™ smartphone app is a new approach for RUC mileage reporting that allows drivers to turn on/off the mileage location feature. The Mile Mapper™ is available in a test (or beta) version for Washington participants.

How it works
  • Download Mile Mapper™ for iPhone from the “App Store”
  • Use the Mile Mapper app to send a photo of your odometer to your service provider
  • Enable the Mile Mapper location feature when you want to record out-of-state miles so you won’t be charged for them
  • Review mock invoices when sent to you
Key features
  • Set-up time: about 10 minutes to download the app and log in using your WA RUC account credentials
  • Ongoing time requirements: About 2 minutes whenever an odometer reading is due each month
  • iPhone is required and iOS 10.3 or higher
  • Ideal for drivers who want to deduct their out-of-state miles but retain greater control over the use of their GPS driving data
  • Transmits GPS data only when driver allows
  • Works with any make or model of vehicle
Limitations
  • Must travel with smartphone in the vehicle whenever driver wishes to deduct out-of-state mileage
  • Mile Mapper™ is only available for iPhone and iOS 10.3 or higher at this time

ODOMETER READING

  • Submit an odometer photo when it is due at the end of the quarter (September, December, and the end of the pilot) using a mobile phone, or in person at select vehicle licensing offices
  • Works with all vehicles
  • Does not use navigational GPS

The simplest, most accurate measure of total mileage traveled without use of plug-in devices or other technology is the vehicle’s own odometer. Report and “pay”* for your miles at the end of the reporting period. This choice is most similar to your electricity or water bill – pay for exactly how much you use at the end of the billing period.

  • Ongoing time requirements: About 5 minutes whenever an odometer reading is due (every quarter)
  • Odometer reporting options vary by service provider (DriveSync or emovis)
    • No mobile phone required for DriveSync participants who choose to drive to a participating vehicle licensing office
    • Smartphone required for DriveSync participants who prefer not to drive to participating vehicle licensing office
    • A camera phone with internet connectivity is sufficient for emovis participants
  • Ideal for people who don’t want to share information about which state their vehicle traveled, and prefer to pay for their exact mileage on a regular billing period
  • Does not use GPS
  • Works with any make or model of vehicle

  • Smartphone may be required (depends on service provider)
  • Navigational GPS is required

Two different RUC service providers offer a plug-in device that automatically calculates and reports mileage charges by state and country, deducting non-taxable miles from your account. Both service providers offer additional features and benefits when you allow them access to your GPS data.

How it works
  • Download smartphone app (optional for DriveSync customers)
  • Plug the device into your vehicle’s diagnostic port (usually located beneath the dashboard)
  • Review mock invoices when sent to you
Key features
  • Set-up time: varies depending on which service provider you choose, 15 to 30 minutes
  • Ongoing time requirements: none
  • Smartphone required for emovis customers (optional for DriveSync customers)
  • Ideal for drivers who frequently drive out of state or want free additional services made possible with GPS data
  • Requires GPS
  • Works with any make or model of vehicle after 1996
Limitations
  • Must agree to share your GPS driving data with your Service Provider
