FINAL REPORT AND RECOMMENDATIONS ON ROAD USAGE CHARGING SENT TO STATE LEGISLATURE

On January 13, 2020, the Washington State Transportation Commission transmitted their final report on how Washington can begin a transition away from the state gas tax and toward a road usage charge system to the Governor, State Legislature and the Federal Highway Administration. Washington State Transportation Commission WA RUC Annual Reports (2013 – 2017)

Between 2013 and 2017, the WSTC released annual WA RUC progress reports showcasing the work that was completed that year. Click on a header below to view the annual reports and supporting documents.

The 2016 Legislature directed the Transportation Commission to develop a Road Usage Charge Pilot Project Implementation Plan and to seek federal funding for a statewide pilot project. The Commission and the Road Usage Charge Steering Committee worked on the Implementation Plan between July and December 2016 and the report below lays out the plan for implementing a pilot project statewide.

NOTE: In mid-2016 the US Department of Transportation announced the award of $3.847 million in federal funds to Washington State for a 2,000-vehicle statewide, live pilot test of a Road Usage charge system in Washington.


In January 2016 the Commission submitted the Washington State Road Usage Charge Assessment – Phase 4 final report to the Governor and Legislature. The report summarizes the work and analyses that was conducted during 2015. For details on the findings and recommendations, please refer to the full report below. In December 2014 the Commission finalized the Washington State Road Usage Charge Assessment – Phase 3 final report to the Governor and Legislature. The report summarizes the work and analyses that was conducted during 2014. This work largely focused on developing a concept of operations, which is the first step in a systems engineering process. It describes all major aspects of the RUC system and user interactions at a high level.

In December 2013 the Commission finalized the Washington State Road Usage Charge Assessment final report to the Governor and Legislature. The report presents the results of a business case analysis conducted in 2013, which assessed the risks, costs and net revenues of a road usage charge system. The findings will assist in the determination of whether or not a RUC makes sense for Washington State.

In December 2012 the Commission finalized the Washington State Road Usage Assessment final report to the Governor and the Legislature. The Commission and its Steering Committee spent 2012 evaluating key policy issues, possible operational concepts, whether there was a business case to be made (as compared to the gas tax), and identified implementation issues and risks.
