RUC EQUITY RESEARCH AND HOW YOU CAN PARTICIPATE

The Washington State Transportation Commission is conducting a comprehensive look at the equity impacts of RUC as part of its Forward Drive research effort. This research is focused on connecting with underrepresented and low income communities and inviting them to share their experiences and thoughts to inform potential RUC policy. Underrepresented communities include individuals with low incomes, Black, Indigenous, and People of Color, and other hard-to-reach communities throughout the state, in urban, suburban and rural areas.

 

How the Commission will conduct the research

The equity research will span 2021 with a series of roundtable discussions, interviews, surveys, telephone town halls, and focus groups throughout the state with a variety of individuals and organizations. All information gathered will be collected and reported in a way that protects the privacy of participants and will be used to identify concerns and questions, potential impacts, and possible mitigation strategies for RUC.

Later in 2021 and early 2022, some of the same participants from the first phase of research will be invited to co-design solutions to make RUC a more equitable policy and system. In 2022-2023, the Commission will pilot test these potential solutions to more fully assess how a RUC program might work in Washington state.
